Fill it up with oil and as you use it, should go down. If you are doing this, put some in the tank too. That's what I did until it failed me for the last time. Personally, if premix it, and leave all that guff on the scoot connected up.

A sealed LED unit? Is that anything like the old sealed beam units like back in the day? Unless you're a vampire hunter (or it gets real dark, no racist puns......) I don't see the point. Bulbs are cheap enough and easy to carry with you if you do lose your light on a ride out. Can lob one in your pocket as long as you don't forget it's there.....

I did exactly what scooterg says, it stopped working, then removed due to weight. And exactly what del says, replace the whole lump if that's what you want, would be cheaper and easier that way.

To be honest, I ran my scoot for years day in day out, with only the battery on for the horn. Mine runs a Malossi with the electric start long gone, different flywheel, no starter etc. Couldn't be bothered to take the battery off, as I didn't want the horn to sound like a slowly squeezed duck with asthma. Ran with no problems.
