Kph speedo won't matter unless you want to know what speed you're doing, it won't affect mot. As for importing, I'm not sure. Yes an msva should be applicable, did you export the scoot out with you? I think it returning is much easier, but there are some hoops you need to jump through.

I'm also over 6 foot and sit as far back as I can... I still use the standard Escort shocks because I like Fords... 😁 Must admit though, I should fit the king and queen seat for when the sloth goes back on the road. I must say that I did read somewhere that the carbone shocks wasn't legal for U.K. roads?? It has to be total b*ll*cks, but I darednt tell the Mrs (she works in insurance...).
