I have had this problem quite a few times! Now just relics the bleed nipple and free up the wheel so you can move it ! Now you need to clean up the piston and caliper with brake cleaner!! Bleed through the system just to make sure no air is there keep topping up the dott oil as you go along!! Once you are happy with it remember to center the brakes before the last uptight !! Its an old 1983 mk1 so its the old 16mm spindle and drum brakes. Noticed when I took the hub off a severe lack of any grease to be seen.

Sounds to me you will need to give it a overall start with your cable and work your way down to the brake shoes making sure to lobe the cable then check out the spring's are good and working properly get some brake cleaner first clean and clear again and lightly lube the the moving parts but Hay be careful not to get any lube oil on drum! Have a look at the Haynes manual it will give you step by step instructions!! Or have a look on utube !! Best foot forward soulboy74

Systematic strip.
1. Release cable 2. Remove hub and check shoes, remove if required. 3. Check brake arm cam... I would bet its seized in the backing plate. If it us, strip it clean it and the backing plate tunnel it goes through. Reassemble with a copper grease.
Good luck!!

A little bit of coper grease goes a long way, so use sparingly

Best foot forward you want to listen to these guys as they are the ones I do !! My best advice is to invest in a Haynes manual only £25 New and will be your best friend when tackling most problems you come up against or you can download the for free a manual l have ! But Hay mate the book shows you the step by step instructions !! Good luck getting back on the scooter spring weather is hear now!! Best regards soulboy74 🏴

Good advice with copper grease, and the haynes manual, maybe not perfect but a life line when i started working on motors.
Mind i picked a new one up the day and the paper quality was terrible... Not like my 30yr old well thumbed and oily copy with the cover missing!!

Yes the manual are not as was but it is a life line when you get a problem and banging your head against your scooter!! Back to the lads problem ! If you find out it's more worsen than you was expecting !! Why not upgrade to a disk !! Or a good second hand hub!! Or new even !! Just a thought 💭 best foot forward soulboy74 🏴
