Well after a lot of scaping sanding and getting a bit board I can safely say that the frame number is just not clear enough to be confident..... however
I had a moment of contemplation and thought if it is stamped from one side it might show on the reverse, well blow my socks off it does.
I have taken a rubbing and here's what I found, the only problems is it does not match anything that I have referenced so far so if you could help identifying the following I would be really grateful.
I am reading this backwards so there could be some confusion; J I C 388R W C 1
or possibly J T G 3883 W C I
Any thoughts would be greats, cheers guys
