Stuck headset

Any recommendations on how to remove a headset that is stuck in place?
Scoot is a 64 Allstate VNB 5/6).
Starting a teardown but this bugger just won't move!

Headset is aluminium and forks are steel, so probably welded together by electrolysis, try penetration oil over a few days, diesel also works , if not heat and a block of wood to lesten the blow and knock it up with a hammer. By the way an introduction goes a long way when asking for advice/help
