Hi Mick, welcome to vespa.org.uk and welcome to scootering.
You've asked a tricky question here, and if you can find the right balance between finding a scooter you're comfortable riding (and being seen on), and one you can afford, then you'll have your answer.
If you want to get the hang of riding before committing yourself to a geared bike, an automatic like a Vespa GT or ET would be ideal (the ET's a bit girly though). The only problem with GTs is that they cost roughly 3k new, so 2nd hand ones go for about 1.8k upwards.
In my humble opinion, the best geared bike for a beginner is a Vespa PX125, because they're simple and very reliable, so don't need much mechanical knowledge like some of the more prestigious models do. They retail new at just over 2k, and 2nd hand anywhere in the region of 1k.
If you have a full car license, you can ride a 50cc scooter without L plates. If you want to go more than 35mph though, then you want a 125cc. You need to take a CBT, then you can ride with L plates but if you don't take a test you need to re-do a CBT annually.
I recommend going along to your local club, which I think is the home of Tom Hargreave's award winning custom Vespa Cry For Dawn (featured on our Reader's Scooters page). They will be able to help you more and clubs are probably the best place to find a used scooter for sale.
Good luck, and let us know how you get on.

I've got a stupid sense of humour sloth. Sorry everyone. Too hot for fishing and me scoots blown up . Maybe it's time for another hobby. For times like these!
