Hi mate. I know naff all about Cosas, except that they're uglier than a dog's dick, so I threw this one open to my compadres in the AFSC. Here's what they said:
Cosa carbs have a different casting to a P2 carb to allow the electric choke to be fitted. You can fit a P2 carb but you need to rig up a choke cable. (I fitted a 26mm si carb for a while and had no problems). The electric fuel tap will just bolt on though. Sounds like the carb needs a clean out, could be dirt in the jets. Might be worth checking the choke out as well. As the scooter warms up the air feed to the choke jet should block off, you can see this with the air filter removed. I've just had a similar problem with mine and it was due to a carb full of crap and a split in the exhaust. The needle valve was dirty so it didn't shut properly causing the engine to flood. The needle valve was different to ones I've had before (P2,T5 etc) the needle itself had a rubber cap on the end and the pin was spring loaded. Not sure if this is just Cosas or they were fitted to P2s as well but it was the first time I'd seen one. Sorted that and then it would start but not idle when the choke went off which was due to the split exhaust and blocked idle jet. T.
Spence, re the Cosa carb: I would check that the slide isn’t sticking; they get worn and don’t run as smooth. Also change the throttle cable to a Taffspeed nylon cable, they are brilliant. Simon.

Another thing to check is that the air filters aren't blocked. I chucked the one from under the seat on mine, I've now completely removed the airbox from in the frame as it is restrictive, although I could of just drilled some extra holes I suppose. If you get rid of the filter or airbox you may need to upjet as the mix will weaken slightly.
