Plug is kicking out a blue spark, when it's hot it starts first or second kick unless it's left for 10 minutes then I have the same issues

Would this point to over fuelling? Hence why when it's left for 10 mins it's hard to start again? Maybe float valve letting fuel through when it's standing

Does it sound 'chokey' when it finaly goes and smokey for a bit? If so, you have a fuel flooding issue, as above ^

Sounds like the usual. A very small carb leak (float bowl, fuel filter or banjo). Float needle needs replacing (they never look damaged but just don't work). Mixture screw badly adjusted (too far open). A healthy scooter will start on half a kick when hot but would need to up to a whole kick after 30 minutes.
