I have a PX200 which runs like the throttle's stuck open (which is most likely). Is this likely to be the cable or the carb. Is it easy to rectify? Is it a common problem?

It could be either Gary. You could try adjusting the mixture screw on top of your carb to see if that helps.
If it's your cable you should try to find if it's sticking somewhere. If it's not, try slackening it off a little at the adjuster nuts just outside the carb.

you could take off the top of your carb, follow where the throttle cable goes and observe the slide going in and out as you move the throttle lever (scooter not running of course) the slide should nearly close with throttle shut. If it doesn't it's not hard to replace the bits in there.

Could be an airleak? Clutch side oil seal is usually the favourite. Drain a small amount of oil from gearbox and smell for petrol, if you can smell petrol then your seal has gone and it's a complete strip.
