The float will be stuck or something obstructing the float needle valve. A strip down to check would be the best bet but you could try sharp tap with lump of wood on the carb top which might unstick the float (if that's the problem)

yep, stuck float ,or holed float not floating on petrol an shutting valve , or a speck of dirt between needle an seat stopping it shutting ,strip it an clean it out ,ya dont want the dirt if that is what it is going further an blocking a jet or passageway in carb , an have a look with a torch not a match inside ya tank ,as the dirt/rust particle prob came from there , might be time to clean it an sealant it , H ya say not pipe ,but what about a loose banjo union bolt or worn/split fibre washer on carb body or banjo bolt , if ya going to strip /clean it dont forget to replace them with new 1's.

dont use a jubilee clip ,get a proper fuel pipe 1 ,jube clips dont work on small diameter pipes as the screw/thread bit is a flat spot , if not a local car parts shop its a halfords trip, 2-3 quid for a blister pack of 2 , annoying as ya only want 1 but tother is a "spare" . h
