I have changed the plug cleaned the carb and jets made sure the choke is working but made no difference. Any ideas

Do you leave the fuel turned on? If all is in good condition this is fine. Most of us never turn it off but if you have a tiny carb leak it wont start well from cold. If you have been leaving it on, next time you leave it for a while turn the fuel off and run it dry. If it starts in a couple of kicks the next time you know the carb is leaking into the engine. If it's not that then it could be an air leak

You don't use the choke regardless of weather do you? Low mileage P ranges tend to start well without full choke in warmer weather.

You aren't flipping the throttle when you kick it over are you? With choke out you shouldn't touch the throttle until after it starts.

OK, go back to basics.
If the weather is warm, then no choke, no throttle for half a dozen kicks. If that doesn't work, then the same with a little throttle. If no joy, half choke, not thottle Half choke, little throttle. Full choke no throttle
and in desperation, pin the throttle wide open, open the choke and bump start the bloody thing in second...
If the weather is cold, then skip the no choke suggestion. It's a matter of finding what's right for your engine, just because someone says something works for theirs, don't take it for granted it'll work for yours.
