If you squint that does look like a mixture screw on top of your carb Martin, but when it comes to Cosas I'm like Manuel: "I know naaaaaarthink".

Probably is the mixture screw, won't really effect the amount of fuel, I'd say unlikely to be your problem.
You may have done all this already but remove the fuel pipe at carb end, turn tap on, does the fuel flow well? if so fault is with carb, if not fault is in fuel tap or filter in tank.
Remove fuel filer from carb & clean. Remove all the jets and the float needle and clean. If there is still a problem try running it till it stops then remove top of float bowl, if it's empty your issue is between tank and float bowl (check the needle valve as well), if it's full, issue is more likely within the carb.
If the scoot has been sitting unused for a while, suspect crap in there somewhere.. Good luck!
P.S did you find the choke ok? even if you get it started it will struggle to rev up without choke until it's warm..

found out what that screw at the back of the "Throttle slide set screw" is.. it is a "manual tap screw" so incase of no function of the electromagnet on off petrol switch {flat battery or just f#cked} you turn that screw [it has a 7mm head] 2 times out , that gives you constant petrol. hope this might help someone too [this only on a cosa carb]
