Famous last words from Bryno elsewhere:
I passed my test (A2 licence) last week! So now I've been shopping around for a bigger scooter for use on longer journeys. I really like the look of the 500cc X9 (in yellow ;D), but it develops 39BHP which is 6 more horses than I'm currently allowed.
I keep reading about folks having sports bikes restricted down to 33BHP, but I've never seen any reference as to how it's done. I'm guessing like the restrictors fitted to smaller bikes on the variator and exhaust etc? Does anyone actually know how viable this is, and whether I'd have to present the scooter somewhere to prove that it really has been restricted?

the problem with restricting bikes or scoots is you'll find it hard to insure it, i believe some people take the restriction off

I'd go with the 250 mate - nearly as fast, cheaper, lighter and more economical.

In all fairness, I think when Bryn said that he was referring to Vespas and Lambrettas. Not unwieldy monstrosities like the X9.
