When I left work this evening, the Vespa did not start. The ignition was dead, but the normal instrument lights, rear and front lamps functioned as normal. The kickstand or kill switch were not isolating the ignition.
I tried several times, but there was no ignition.
I went to check the fuses and I was surprised to notice a hole where the bank of fuses should be, but no loose wiring. See the photograph,

After about 15 minutes of trying the ignition, the engine suddenly started when I made another attempt with the ignition.
This issue happened a few weeks ago, but the ignition worked after fewer attempts. At the time I assumed it was the kill switch.
I'm not sure if this is caused by holding the left brake before turning the ignition on, or if this is a coincidence when I tried different things.
Also, I'm curious why there appears to be a hole in the glove box where the fuses should be.
Any help/suggestions would be really appreciated.
