Looking to replace the upper race on to the frame but it seems like its just impossible to get in. Any tips? Loads of Heat and a frozen race or is that a tool I need? insert code here

Two options here Bud, first is heat and freeze, it may also need a bit of persuasion with a piece of wood and a hammer same as with bearings, seals etc, try to keep the race square as your doing it.
Second, long threaded bar(B&Q?) through the bearing race and head stalk, Nut on each end, big washer/s or pieces of suitable metal ( or wood,maybe?)each end to push/pull, against the race at the top and head stalk at the bottom. Heat and freeze here, as in option One, as required.
The above is assuming you have the correct race for the job, as can't remember if different sizes are used on different frames.😉

^ wood and hammer method for me.
Use a long piece up the fork tube from the bottom, few taps all round and it should move.

as above , but 1st before fitting ya race i'd wiggle the steering lock into place .H

the steering lock is dropped thru the hole for top race an then secured in the hole below it in picture by a bevel nut around keyhole .its a lot easier with more finger room without race in place 1st . H
