I have renewed brake shoes just recently,took her for not she passed but theydid mention that There was excess play on rear wheel,now where iI take her for not is a guy who knocks scoots really well and he has said it looks like I haven't Tightened rear but up enough how do I hold wheel so can tighten but up more

Jam it in first gear, get someone to stand on the brake, grab a socket, tommy bar and mallet (or a long style torque wrench) and hammer it home tight.
Be warned though... FAR Italia hubs are slightly different to Piaggio and VE hubs. They need a spacer behind the hub to lift it towards the thread. If you don't do this it'll never go tight.

Oh, and the washer can go behind the nut, but apparently it's the wrong way to do it. Don't know why, but there you go.. It's just another washer though.

just bare in mind it could be the hub splines causing the movement if there worn its worth the £25 to £35 to put a new one on while the old one is off

Worn hub splines give a slight rotary movement, loose hub 'rocks' backwards and forwards. A loose hub will inevitably lead to worn splines though, leading to sitting there revving the engine but not moving...
