They're totally legal - the "Blind people at crossings" story was a joke by (I think) Sticky (One of the Scootering writers anyway) when the first scooters were launched with them fitted, compare the two sounds and you'll hear there is no similarity. There are a few bikes fitted with them too IIRC, but it was a passing fad. My 51 plate has had one on for a few years and it's never been questioned at MOT time.
Another bit of scootering urban legend I'm afraid*
*Or at least as far as I know, I've never seen anything to suggest different.
