I did it this way:
Took headlight out,tank and plastic cover at the bottom and took horn off. Pushed outer cable through horn opening to where you can see it come out beneath the tank. Push the cable up from there so that the wire comes out at the other end to the horn. Now you have 12' or so to push up through to the headset. Might take a few try's but grab the cable when you see it and pull. The outer cable will come with it. Take the inner cable out and feed it through the right way. Worked for me anyway :0)

That's the traditional way to do it - more or less. I do the same with an overlength cable from the handle bars.
Feed it through the old outer, slide the outer off, new outer on, new inner in.
It's fine until the outer is knackered.

I had to do a 'hidden' cable outer on a Lammie recently (up the front column). Used a correct size drill bit to go into the scrap outer with the drill biting into the inside. Then got new cable outer and the shank end of the drill went into the hole in the new outer. A couple of turns of pvc tape to hold it all together. Bob's your father's brother!!
