does anyone know where i can get a headset top for my p200 with disc brake fitted but without the mirror holes in it

You can't. There was a small batch made a few years back, but unless you luck on one, you're stuck.
I've seen a few people who have filled the holes using bodywork filler and mesh, but most people just find some grommets and use them.
On One Careful Owner though, I've found a pre disk handlebar top and cut out around the hose and wire area, which is essentially what the very earliest disk models had.

Similar but different. What can be done about the big hole where my autolube tank used to be? Is there a nice way of plugging it? I'd have thought someone would have made a nice blind grommet but as yet I have not found one

By that I mean packaging and stuff we throw away or items that you normally wouln't associate with the job. It's surprising what you can find that can do the job. Comes from doing radio controlled models over the years. I even found a black cap to fill in a large hole over a welding drum that had been converted to a kite winder drum. A Right Guard underarm spray container cap with a flat top; perfect fit. You could of course modify the old oil fill cap???

Or just buy a rubber grommet to fit. They come in a variety of sizes, there must be one out there!

I have the polished stainless steel ones from Beedspeed which I think look nice. I also looked for a headset cover without holes and couldn't find one.

EFL handlebar top and make a cutaway for the hoses then, as I suggested at the start.

FTR That's how the earliest disk models came - just a modified EFL handlebar top. Five minutes with a stanley knife did mine, but it's a bit raggy. You'd expect nothing less though by now
