Vespa ET2 50 Carburetor Fuel tap problems

I have been working on my Vespa ET2 50 (Carburetor) 2001. I have just bought and don’t have much of a clue to be honest. I have had the carb apart, cleaned it and it works, pipes leading from fuel tap to the carb are clean and free from muck. I have emptied the fuel tank and it seems without rubbish in it.
So the problem seems to be that no fuel is coming out of the fuel tap. From looking around some people have said that it works on a vacuum system, from taking everything apart have I broken the vacuum and if yes how do I reestablish it? Putting fuel tap, pipes and carb back together just doesn’t seem to do it, fuel is still not coming out of the tap.
Any help from anyone?
