OK, it didn't take long for the first lost bits to come to the fore...
The top bearing cup had been removed from the frame when I got my scooter and was missing. So I bought a cup and bearing set as the washer and lock nut were missing too... Anyway I can't get the bearing cup into the top of the frame. The shop where I got it from told me I'd have to 'bash it in' but it looks too tight for that. Does it have to be pressed in, or am I being over-cautious with the rubber hammer?

They are a tight knock in fit but if there is quite a thick coat of paint inside the Frame top it would be best to scrape it down to the metal.There is also the possibility that it might not be the correct cup.I use a Leather Hammer or a block of wood and an ordinary Hammer.
