Start at the back with the panels and clean all the contact points, spring on the top of the panel, point at the bottom where it goes inside the frame etc. Unscrew the bodies of the indicators and check for bad/green connections. Also check the bulb holder, make sure that's clean and still springy.

Could well be, but I would also clean the contact points on the frame. Remember, these scoots were designed for little Italian women to go to the shops on, not for idiots like us to thrash the holy hell out of them in our climate.... 😁

I've put in a new regulator and indicator relay and still no difference.
Have cleaned and sprayed contact cleaner on the following: rear bulb holders, side panel spring clips, side panel pins, front indicator bulb holders, front indicator earths, tail and brake light contacts. Have I missed anything?
I think that the brake light connector is exposed and is flicking off the frame. Could this be the problem/any solutions...

Try touching a spare piece of wire to a front indicator earth and the other end of the wire to the frame or a bolt that holds the toolbox onto the frame? See it everything works properly, as it does sound like a bad earth.
If that works, remove the earth wire/s from the frame on the front indicators and clean the frame contact patch, back to shining bare metal with some sandpaper or if you don't have any, scrape the contract patch with a flat headed screwdriver back to bare metal, then reconnect the earth/s back to the frame.😉
