I’m wary on getting involved in other people’s electrics, but I’ll have a stab: First question has to be where’s it from – if a dealer, chuck it back at them to sort. Other than that, your a/c to your indicator relay is regulated from your (3-pin for non-battery) regulator, if your regulator is knackered you’d maybe get fluctuating a/c – is the wire coming from the regulator? On mine it’s a pair of wires: green to flasher, grey to rear brake light. The other grey (on mine), directly from the regulator, goes to headlight, tail light after switch, and dash lights. I’d be getting the seller to sort it, or looking at the regulator. - sounds like you've got unregulated a/c blowing everything. I haven’t got time to look for your specific wiring diagram, but here’s mine, to show you the green and grey wires I’m talking about – ignore my 5-pin; I’ve added a battery: (Blue from stator, via horn, yellow into regulator, green and grey out to scooter – your colours are probably different, for a non-battery scooter I think the route will be the same though):

Yep, seemed pretty clear-cut from your symptoms - fluctuating a/c & bulbs blowing; regulator. Easy enough to sort too.
