I assume you checked the rim to hub nuts. I'd pull the hub off and check that the play is in the axle.(Just to make sure) look at the splines on the axle and in the hub, my rally went all wobbly right before the hub splines striped. As for the bearings, I've always pushed them out with the cases split, I never tried to pull them out. my bet is Henri will know if it can be done.

Its very rare the rear wheel beaing fails check re tighten hub nut first if its not that its more than likley the hub splines so id be looking at replacing the hub first

as rab says , i guess you could blind bearing pull the bearing out the case but have always done like jedi hunter n knocked em out with split cases , nah, thinkin on it an its a split cases job, the shaft would be in the way for any puller , coffaes slow kicking in this morning, difficult question ,but how much play , is there a big clonk as you pull away ,that would be like jedi's rally n splines wearing out,a little ie millimitres not inches of movement when gripping wheel at 9 an 3 oclock is usual on them, if ya can get somebody to rock the wheel an then place ya finger/thumb over where stuff joins you can track down the play, rim to hub, then hub to shaft , if not there its play in bearings ,as rab says rare but does happen, usually when scoot has run on low/none gear oil, snap, my hack's got a wobbly rear too, just if its startin to have the same effect on you it needs sorting. when we did shoes there wasnt any oil staining in hub,as wobbly bearings crackers the seals an oil gets into hub=no rear brake , pop the centre cap an see if hub nut has loosened, H

I'll bet you can almost turn the nut with your fingers - experience says something like 7 times out of 10 it's just that.

Good to hear it was a simple and easy fix! Reminds me of some wisdom passed down from my uncle (he was a jaguar mechanic)"When diagnosing faults start simple, and work towards the complex" Something I often forget. Most of my scooter experience has been 2 doughnut moves to 1 sound... I'm convinced it's part of the fun.

'Always ask the stupid question' is what I was told. It's more likely to be there than somewhere difficult to fix.
